I have a "naked" template I developed which contains a basic layout and CSS. I start each job there and build it up.
The best part is, for each site I develop, I find new and interesting ways to do things. I would miss out on that if I were to simply edit existing templates.

I just purchased Dreamweaver 8, costly but im finding it great so far. It does all the css work for you which is a great time saver!
Has a lot of other great new features aswell. My old Dreaweaver was Dreamweaver MX 6.0 (which is still great) |

Personally I worked on a few websites with templates which used CSS.. since I wasn't willing to recreate the css myself I had to learn how to edit their original stuff.. After doing this on a couple websites i was creating one from scratch and just typed in searches for each css part i needed to learn.. like "table css" or "background image css" that pretty much taught me everything I need to know. I generally code css now without having to look at anything, especially with dreamweaver's knowledge of css code..

I was forced to learn CSS by my blog template. I didn't like a few features of it, so I tried to edit them, but then I realized it was CSS. To fix all those "bugs", I had to learn a little. I got started in that way.
