This forum is a vbulletin forum and that one likely is too.
vbulletin is a brand of forum template . there are serveral, IBP, SMF, etc. We're not related to a bizmp forum to my knowledge :) Dana

I'm not 100% clear on what it is you're trying to accomplish. You want them to be able to post and have a discussion on a topic, that's a forum.. hence the term "discussion board". Have you tried any portals or cms's? Portals usually integrate better with your forums than cms's while cms's are usually a little more powerful and feature rich but need a bridge to connect to your forum.
Portals: http://www.mkportal.net/ (seems down for some reason) Bloc Zone (only for smf) http://www.phpbb-portal.com/ (phpbb portal) vBadvanced (vbulletin portal) CMS's (Content Management Systems): Mamboserver.com - Home Joomla! Just get any forum software. PHPbb, Phorum, vBulliten, anything like that. Put the forum code in a folder and you're good to go once it's installed.

Setting up a forum is a simple thing. And don't think that you have to use the same software that everyone else uses either. There are many things, such as Phorum, that are lesser known but work beautifully.
