Nagios is great but a pain to setup. Nagios: Home
Servers alive is also great. Network Monitoring, Free Network monitor, Woodstone Servers Alive, POPPager the best networking tools and services I would not recommend any third party ones being that the good ones are just way over priced.

Well-organized, apt for the network administrators to whom it's directed, and accurate

I use InternetSeer to monitor my websites, it's not free but a very good service, if my site is down, i get email notification and they even say why is it down. they when its back online they email again saying how much as it offline in total and other log details.

If you have access to your web server log files, that could be a direct source of information on how your server is performing. For instance, check the log files recorded by your web server Apache.

Try moni.tor.us . I have been using this free web based site uptime monitor . Its testing servers are situated in two different continents thus a better picture of of your server performance can be generated.

It is actually your own server uptime. Remote servers will ping your server. It has other service monitoring service coverage which is free of charge. It is much better than the free service of SiteUptime.

The best way is to use a third party server monitoring site. However you can use a client based application which you have to install on your PC. However that means that your PC should be running 7/24 to come up with a good monitoring result.
