Does this have to go on an .htaccess file for every file-folder, or just in a parent directory and then affect only the first portion of all web-addresses?

Only in the parent directory.

All .htaccess file rules in the parent directory automatically effect those in subfolders

Can this same command be used to redirect the site to an entirely different site? For example, say you moved your website to a new domain name. Could you use the same command to change yourdomain.com/page.html to yourotherdomain.com/page.html?

You can use mod_rewrite to achieve what you want above.

However, if you are planning on forwarding your entire site, you might as well use a Forwarding Domain option at your domain registrar.

thanks, just downloaded the plugin for wordpress to redirect the non www site.
