it depends on what you want. you can use Flash (action scripts) or java. there are a lot of other choices and although these 2 may not be the "best", these are 2 of the most popular languages/tools used -- IMO. are you planning on creating one?

It depends on what kind of games you are making. Although, I assume if you knew what kind of games you wanted to make, you would have asked a more specific question. I recommend you research programming more, gain some knowledge of the field as a whole.
