That kind of pages are so useless, google may ban them, but thay don't get any traffic at all, as they don't have any content or ranking. IF you reached payout it is more likely that google will give you th fraud clicks message.

Why not make at least a few pages. Additionally, a few pages at least gives visitors the interactivity that makes the internet what it is.

The point made by google is that you shouldn't have only ads on that page. You should have a good deal of content.
If you made the page only because of the ads and it gets reported, Google will ask you to take off the ads.
