They can be pretty effective. I know the footer banners I display on one of my forums gets hundreds of clicks each month and my forum isn't that popular. It really depends on location. Because of that, I would stay clear of advertising with banners on Google AdWords, since you don't know where your banners will be placed. In my experience with AdWords the banners have gotten the least amount of clicks.

from my experience, banner ads get one of the lowest CTR among ads these days, with all the contextual advertising. i'm talking about the top right spot of the website that host 468x60 pixel banners. Everyone seem to have developed ad blindness to ads on that particular spot

Sometimes when they're loud and flashing they just irritate me.
If they're cleverly written I might click on them if they're on the top of my screen but if they're just flashing at me I tend to ignore them. They're a bit of a turn-off. I also don't like the ones that follow you through every page by blocking your view of the page you're on until you tell the window to 'close' I agree that blended and relevant ads work much better.
