Just my opinion but
#1 - Yahoo Search (Formerly Overture, Formerly Go2) #2 - Google #3 - Miva (Formerly FindWhat) #4 - Searchfeed #5 - Kanoodle Most PPC's have a lot of fraud, stay clear of enhance, epilot, brainfox and be very careful with Google, fraud can add up there.

I think Overture is the best among the bunch.
Here's how it works: You select a keyword and decide how much you are willing to pay for each visitor that visits your site through the search results. The more money you can cough up, the higher you will rank on the result list. The only limitation is that your site must be at least vaguely relevant to the keyword you want to bid on. |

Anyone ever hear of brainfox? Not many people know but they were at one point the largest ppc search engine targeting small businesses. They were the first to start the $5.00 mania and forced the internet to focus on smaller clients. Was a great site until they got bought out by some NYC firm.
