Php is simple a scripting language.. all you have to do is end a filename in .php and it will work on any server which supports php. You should look at wamp server for a complete installation solution (includes apache, php, mysql, and php my admin).

You can make a php file just by ending a file with .php dreamweaver or even notepad can create php files. To view the files you need to have a php capable server running, I generally use wamp server since it auto installs an apache server, mysql, php, and php my admin.

Yup i am currently using Dreamweaver with PHP, i see lack of database support in Dreamweaver but i heard about a plug in which helps with the database connectivity and where we can create and delete tables. Dreamweaver is great if you can afford it.

Just a question. Can you use Dreamweaver in anyway to create sites with no prior knowledge of PHP.

Yes you can. Dreamweaver is an integrated development environment (IDE). Whether you are into PHP, Cold Fusion or ASP, Dreamweaver is helpful because it simplifies iterative work for you. For purely HTML designing, it is very useful in trying to ease your work.

Dreamweaver is bug-prone. It can create unstable websites if not used properly and even when used properly does not make perfect sites. I suggest using something else.
