Looking to gain more traffic to your site, get more visitors, sell more, etc. Would you pay someone else to translate your website or would you use free translation tools?

Have you seen how bad of a job the free places do? I'd pay to have someone do it. They can do a much better job than some program.

If I did it at all, I would pay to have someone translate for me. There's no way I would trust a piece of software to do that work. They mess up too often.

If your targeting a specific market group whose medium of communication is not English, it is just appropriate for you to make the necessary translation. Google can make a translation for free but I don't think the translation is accurate.
