We have a few threads about how to market a new site well, but what about an older site? What are some good and free ways to market and promote a older site that doesn't have as much traffic as it could?

I'd suggest building links through forums, blogs and article marketing.
Link sharing with related sites might also help as well as promotions to get people visiting the site...maybe an adsense ad or two too. It depends upon the site. Different sites have different key indicators that bring in new traffic.

i have seen sites who has regular visitors by just having links or software available for free download, I am not talking about softwares or download that are illegal but free created by the site owner, this will surely bring in traffic and they keep in returning to it.

Free e-books too...people love those and you can request their e-mail address and generate a customer mailing list from that

Marketing an old site is just like marketing a new one. Offer people something that they want or need, and give them a reason to go to you instead of somewhere else.
