I tried posting here and it said my post needed to be verified by a moderator for some reason but I am going to try again.

If you have never tried Pay by Post I suggest you should, a good one is Lifelesspeople.com :: The revolution has begun! Pay by Post(TM) Webhosting is here!

But it is only monthly :(

There's no such thing as a cheap and best hoster. I think what you meant was the most reliable cheap hosting.

DreamHost is I think.

Hostgator is no good, their prices are way too high and even with a coupon they're still not good, you're better off with a less popular company because their downtime will be less.
