I see nowhere to run the test as you have described. It just seems to be a hosting company listing.

The reviews from those portal are sometimes not accurate, but the best way is probably high traffic forums as javablues suggested. But wait until you get about 10 replies before making a decision. And read carefully both the good and bad reviews. For example, a host might provide stable hosting, but bad customer service. So when you do need help, it's going to take a while. I don't really contact customer service though, only once. They did reply, but couldn't solve my problem, so I asked on a forum, and I got it resolved there.

You can read reviews on hosts or search for threads related to a particular host in popular forums or start a thread yourself in some webhosting related popular forum asking about the best host.

I would check many webmaster forums, asking for experienced people the offers on the market. Then I would choose a host according to my needs. There are also many websites with reviews of hosting companies.
