There are webhosting portals which can provide good reviews on web host providers. Aside from these portals, good sources of information can be found in high traffic web hosting forums.

The reviews from those portal are sometimes not accurate, but the best way is probably high traffic forums as javablues suggested. But wait until you get about 10 replies before making a decision. And read carefully both the good and bad reviews. For example, a host might provide stable hosting, but bad customer service. So when you do need help, it's going to take a while. I don't really contact customer service though, only once. They did reply, but couldn't solve my problem, so I asked on a forum, and I got it resolved there.
