Depends on the crime and the relation between the ofshore company has with the person against whom the crime is committed

International laws are nearly non-existent and for the most part unenforceable. Unless for some reason an extremely rich and powerful person/group or a government has a self-interested reason to go after you specifically, you're pretty much safe in international areas.
Also, many "crimes" are victimless (such as gambling). So, those probably don't matter, if they are legal where the site is hosted. However, actual crimes (which are usually illegal everywhere, even if not enforced) such as child photos and such is still at risk, thankfully, Unfortunately, even these seem to get a blind eye in many non-Western areas. Slightly off-topic, but this sad unenforceable extends out of the internet onto offline actions too; for example, it's sad how many women and children are sold into slavery worldwide without anyone stopping it.
