Consider me a novice when it comes to page ranks because I only know that it shows how many "good sites" are linking to your site making your site popular.

How does Page Ranking depicts traffic to any site?Does high PR means a higher traffic?

Traffic and Page Ranking are two totally different things.
Page Ranking has to do with the amount of backlinks a site has.

My take on the matter is this: if you rank high in the Google pagerank toolbar that you have installed on your browser, it really doesn't necessarily mean you will get much traffic - targeted traffic - to your website. However, if you rank high in the SERPs, like you get to the top position on Google's first search pages for your chosen keywords, then congratulations! You will certainly have tons of targeted traffic.

Well sometimes sites with a higher Page Ranking get better rankings in the search engines because of all of the backlinks but that's not always the case.

well, firstly a PageRank is not for a whole site, It is measured on per page basis. Its just a graph representation of the amount of indexed incoming links that Google recognizes for that particular page.

where as rankings are more complex which represents the relevancy of that content for that particular keyword.

higher page rank doesn't always mean good rankings, you can check like this:

try to make page linked with only incoming links from images, and don't keep any alt tags in the images also. once you have good number of links, that page will have some rank but will never come in SERP got that :)

Page Rank is only a method that being used by Big G to determine which site is better or more important to them, and this is totally not even related with the website traffic at all!

Nope. More backlinks means more exposure on your site and therefore more traffic.
