Many people profit from this. They register a few quality domains, do a little development, and sell the project when it's on its feet. I find that I make more from just keeping my sites with adsense, but it depends what kind of website you develop.

If you have the time, the money to invest, the re-assurance that you'll get more back out then what you put in, the know-how to get the ball rolling.
