Paypal WPP / sandbox - 'Order Failure'

Has anyone seen "Order Failure" email appear after trying to purchase with the Paypal sandbox and Web Payments Pro?
The error code that appears in the log files is 10747.
I have a stock OSC 2.2 with the PostOSC 'osCommerce Payment Module for PayPal Website Payments Pro'
I try to purchase using Sandbox information (API Certificate/id/password and a sandbox user/credit card).
The order says it goes through, then I receive an "Order Failure" email. Nothing actually shows up in the Sandbox email or on the merchant site (a sandbox merchant account). A log file is generated (thank goodness) and it says "This transaction cannot be processed" and error 10747.
If I figure this out I'll repost with the fix...

I know that there are problems when processing multiple orders. There are many explanations given why this occurs.

I would contact PayPal help line (https://www.paypal.com) who should be able to put you in the right direction.

I have seen that error and I hated it. I contacted paypal, and they straightened it out!
