Well, if you upload a image to Image Shack, you can resize it.
(By selcting resize image, and selecting what you want size you want it to be).

MicroSoft Paint:Click on the sides or the corners of the image.Then hold in the left click on the mouse and move the dotted line untill you find the size that you want.
