Step 1
Go to your Admin Cp>System Settings Category>Board Guidlines.
Step 2
Add your guidelines in the bottom big box.
Step 4
Select a Title, Guidlines is usually good or TOS.
Step 5
Click the yes, ratio circle for 'Show link in header to guidelines?'
Step 6
Click Submit Changes

You should use some of those different types of text faces to have more meaning in your guidlines.

Help Full tips:

• Always reserve the right to ban, delete or edit accounts (for adminstration only)
• Use a last updated post
• Have consequences
• Ban advertising from forums that you don't want
• If you want state a size limit for sigs (px ize)
