1) make sure you have good content for your niche.

2) make sure your members feel welcome and a part of the board.

3) get moderators that have knowledge about your niche and can help you lead the forum.

4) a good design wont hurt.

5) stay active and get it going. promote it well and have contest to spark interest.

That's some good advice, nice and compact. It covers just about everything that I'd want someone to know.

Well, design wold be high up there. Your site needs to look attractive in order to keep your visitors there.
