I am going to have to say that if you have the money for it vB is the best but if you are a tight budget or no budget then you should go with phpbb. It does have some security issues but it is still the best free forum software out there. Or atleast I think so.

vbulletin is the most familiar to me but smf forums are also easy to work with.

And if you don't want to invest anything and want a good to go forum then just try the one i mentioned :) .. I've used this forum once and it has enough features, but you need to keep a link to their site if you are planning to use it!

vB for paid, SMF for free.
phpBB has too many security issues and is a really badly designed software. There is always something cropping up and they keep releasing updates.
