It is not free. But only legitimate educational institutions are qualified. There has been a great demand of .edu TLD from non educational institutions because of the notion that this TLD is being favored by search engines-- which to me is not true at all.

as the internet is getting more and more linked and user typed urls are reducing with all the bookmarking features every where, in future i see no difference between .com or .net, and yes who gets a good .com new domain now :(
