I've seen some people sell information on what expired domains with Page Ranking can be registered. I'm just curious, how are these people getting that information?

You can use software that checks expired domains for links, page rank, alexa ranking, etc. Also there are some sites where you can pay a membership fee for the same information.

But do such domains have real productivity since they have expired and have not been picked up again they might not be as useful

There is no benefit to buying an expired domain with Page Rank unless you are trying to make a dishonest buck selling links to naive buyers. At the next Page Ranking update the site will not keep it's PR as it is not the same site anymore.

There's software and sites for this. Personally, I use sites to get this information. I'm a penny pincher and sites are usually free.:)
