Mostly forum moderators are users that the forum admin feels will do a good job with keeping the forum from exploding. But I have seen times when moderators are hired to do the same job.

Based on my own experience, forum moderators are given incentives which could be non monetary form . Among common incentives include banner and text ad links on the forum, free webhosting package, revenue sharing and exchange deals. There are those however who do moderating tasks voluntarily.

I've seen some admins go out and hire forum moderators. But most of the time, I see moderators coming from the general forum population. They tend to be people that have a high level of respect anyway, and usually have started to assume some of the moderator role on their own.

The only time a Moderator would be payed is if it was a very large company that could afford it, other than that, I know from being a forum admin myself, that you choose those who you think care about the forum's well being, and hope they accept the position.
