Offline Search Engine

I want to create a search engine which should work offline. I want to have it for CD. There are several search engine creation scripts available for online content but did not fine any for CD which is free.
Can any one help ?

If you are creating a cd with all html content and the users browser will be accessing the information. I believe you could get away with using javascript.

Otherwise, I believe there will be some programming involved.
