I install Joomla for any site I do. Even if there is no call for the extended functionality initially, the option for expansion is always there.
I have one site running Joomla that only runs a few pages of static content. Nothing else. If he wants to add things later, then the option is there. CMS's are great! You have a fully functional site within an hour of uploading. Why spend weeks or months re-inventing the wheel?

CMS is about producvity. If your site is small and does not have to be regularly updated, a simple static site would do. But if you have a site, big or small which requires regular updating and functionalities for online interaction and collaboration, using CMS is a must.

Yeah javablues has a point. I've tried manually managing content and it's very time consuming, especially if it's daily. However, if you make weekly changes, then you might be able to manage without a CMS. Keep in mind that CMS usually offer more features though, some come with a built in forum while others offer a blog. If you manually do stuff, you don't get those features. You also have to make backups of the HTML files if you're doing it manually, in case you screw up or something. You should backup you're CMS database as well though.

The phrase "Content Management System" means different things to different people. Within the context of the series, I will define it as a set of processes, applications, and databases that help an organization create, store, coordinate, and publish information in a useful format, in a timely fashion, and with a consistent method.

Managing contents manually is some wat tidious......so every one will prefer to go to CMS......and Joomla is the best free CMS available in my opinion....

Whos to say these smaller sites wont be built up into a massive site? If you have plans on keeping it for a while it would be easier to start with the cms rather then doing a whoile site redesign a year or two down the line.

I like that I don't have to use actual code when all I want to do is write an entry, and that I can update my site anywhere where there's internet access. That alone is worth using a CMS.
