User account problem!!

I want to know that if I delete a user account from my system then will it delete all the dounloads of that user automatically or I will have to do it manually. I want to having problem in blocking the user from downlaoding the programs.

Please help!!

If you ban a user then everything inputted by that user will remain but if you delete their account then everything inputted by that user will get deleted as well.
