Commenting other blogs can be a great way to promote your own, because you get to type your web address in the comment forum.

What about if you include a link to your forum too. e.g. "I blogged about a similar topic here." Is that spam?

I only comment on other blogs if they have the Top Commentators MOD installed.

Commenting on other blogs is a great way to promote your own.

I've only made a couple comments out there to this point, but the results from doing so has brought me some traffic and recognition. (and even a couple of subscribers!) Keep in mind that you should keep your comments relevant to the topic, or your just going to come off looking like a spammer.

I definitely plan to do more of this in the future.

Yes, commenting on other blogs is the best way to get some extra traffic but you should be very careful that you don't end up spamming. You should first of all comment only on the blogs which has similar niche as yours. Second, you should not comment like "i like this post", "great post", etc. instead you should leave some valuable and useful comments to get respect and more traffic.
