What web design program should I use? Which one is the best? Is it PHP or ASP.Net? Please update me.

Just take a look at here. I don't want to suggest anything because I use PHP for more than 6 years now ;)

I agree with imiharz, it all depends on what the application requires in terms of security, presentation, deployment, and presentation.
