Does Anyone Have a Site On Which I Can Find a Tutorial To Learn VB Or C++?

Depending on what you mean by Visual Basic (ie are you new to it and also which version) the best site I've found is microsoft's own MSDN site. However I've always been a fan of www.programmersheaven.com. If you're just starting to program the best way that I can think of to learn is to check out source code...and what better way to do that than www.sourceforge.net. All source code is Open Source which means (for those that don't know) you can legally modify the source code on there. In fact if you are really good then by all means jump on a program (I have a few that I'm in charge of for VB .NET 2005).
