Do you submit to directories with rel="nofollow"?
Sometimes I do. I do it more for the exposure so I don't mind that it doesn't count as a backlink.

if my purpose is about the traffic, then yes, if the directory has a large of traffic, i will definitely submit to it,

It is good to submit to such webpages even with a rel=nofollow tag. Though it does not give any page rank it does not also give any bad reputation for the website. Moreover the traffic and exposure will be good. I seem to be getting some traffic daily to my blog because of the backlinks I got by posting comments at various website. That's what google analytics tell me indirectly.

What if it were a new directory? No Page Ranking, traffic, etc.
