In simple terms reseller programs give you a set amount of space and bandwidth on a server (usually shared). You then sell hosting to your friends or colleagues. They pay you your fees, you pay the hosting company your reseller fee. The difference is your profit.
Downfalls - a lot of operators offer silly packages with unlimited bandwidth etc. This is often called over-selling as many people rarely use their quota so they sell more packages than the server could realistically can handle.
You are the person who has to provide tech support to your clients.
Upside - if you do well you make a profit.
The comapny you are looking at has twice failed to load on my browser and I am on broadband! Not a good sign.
