Basically to those with disabilities. It's in accordance to some British law :). I'm in the US, so I ignore it for the most part. However, I do try to make my websites as "accessible" as possible for those with limited eye sight.
Just make sure you keep your coding up to the standards and you will be fine :). I hope that helped
