Yeah, you'll need to go to admin cp>Forum Control>Permission masks.

Make a new mask called Elite, and set it to be used by only the group Elite.

Then make the elite-only forum, and set the permissions so it can only be viewed by people in the Elite permission mask, which, from the settings you set before, will only be Elites. :)
