Yeah javablues has a point. I've tried manually managing content and it's very time consuming, especially if it's daily. However, if you make weekly changes, then you might be able to manage without a CMS. Keep in mind that CMS usually offer more features though, some come with a built in forum while others offer a blog. If you manually do stuff, you don't get those features. You also have to make backups of the HTML files if you're doing it manually, in case you screw up or something. You should backup you're CMS database as well though.
